This draft explains the deliberately small data footprint planned for The Clear Minute and the separate behavior of this static two-page site. It also names the facts that still require authorized publisher confirmation.
01 · Scope and operator
What this draft covers
This policy covers the proposed Android app called The Clear Minute and this packaged two-page website. The working product is app-authored general preparedness education created in the public context of Blaine County EMS Outreach; it is not represented here as an official emergency, dispatch, ambulance, clinical, or training service.
Public IRS records identify the legal organization name as BLAINE COUNTY EMS OUTREACH. They do not identify the operator of this app or authorize publication. The authorized publisher must confirm the privacy operator before release.
The IRS in-care-of entry and filing address are deliberately not presented as a privacy contact, office, walk-in site, service location, or publishing authority.
02 · Data inventory
The planned app remembers very little
The app’s locked design stores only a local status for fictional practice units—Practiced or Revisit—and local accessibility preferences needed to present the experience. Those values are not intended to identify a person.
The app is designed without accounts, profiles, scores, public posts, messages, sharing, or free-form notes. It does not ask for a name, email address, phone number, home address, live location, contact list, health condition, medication, diagnosis, or emergency details.
This static site has no form, account, cookie, or browser-storage code.
03 · Collection and processing
Taps become local state
When a person marks a fictional unit Practiced or Revisit, or changes an accessibility preference, the app processes that selection on the device so it can show the chosen state later.
No free-text emergency narrative is collected. Fictional prompts are supplied by the app; users are not asked to type real incidents, addresses, medical information, or contact details into them.
The packaged website processes only ordinary browser actions needed to display HTML, CSS, and images. It includes no client-side script.
04 · Local storage
Practice state stays on the device
The planned app stores practice flags and accessibility preferences in the app’s private local storage. There is no Clear Minute cloud account and no intended server-side copy of this state.
Local storage is still part of the device. Anyone who can access the unlocked device, an operating-system backup, or transferred device data may be able to access app state according to Android and device settings.
The static website contains no local-storage or session-storage code.
05 · Permissions
No sensitive device permission is part of the design
The locked product plan does not require camera, microphone, precise or approximate location, contacts, call logs, SMS, health data, nearby-device, or media-library permission.
An authorized release audit must confirm that the final Android manifest and packaged binary match this statement before public publication. Normal operating-system functions outside the app remain governed by the device and Android settings.
Following an external source link from this site opens that site in the browser, where the browser and destination site control their own permissions.
06 · Network behavior
The practice experience is designed for offline use
The app is designed to present its lessons, images, and local progress without an internet connection and without sending practice state to a Clear Minute server.
This static package contains no analytics beacon, remote font, form endpoint, or tracking pixel. When the site is eventually hosted, the web host or content-delivery provider may receive standard request data such as IP address, date and time, requested file, and browser information. The publisher must identify the actual host and update this section before the site goes live.
External source links require a network connection and leave this site.
07 · Third-party services
No third-party app service is planned
The locked app design includes no advertising, analytics, social login, cloud database, crash-reporting, marketing, payment, mapping, or messaging service.
Android, the app store or distribution method, device backups, the web browser, the future website host, and any destination reached through an external link are separate services with their own practices. Their activity is not described as Clear Minute collection.
The final third-party inventory must be verified against the signed release binary and chosen hosting configuration before publication.
08 · Analytics, ads, and tracking
No audience measurement, advertising, or profiling
The app design and this static site package contain no analytics SDK, advertising SDK, advertising identifier use, behavioral profiling, attribution tool, fingerprinting code, or cross-site tracking code.
There are no sponsored recommendations or product endorsements in the practice content. External official-source sites may use their own logs or technologies after a visitor chooses to leave this site.
09 · Accounts and authentication
There is no Clear Minute account
The app does not ask a user to register, sign in, create a password, connect a social account, verify an email address, or recover an account. Practice state is tied to the local app installation, not to a server identity.
This site likewise has no member area or sign-in. The organization’s IRS identity record is not used to authenticate app users or publishers.
10 · Children
General household education, not a child-directed service
The proposed audience is adults and households. The app is not intentionally directed to children and is not designed to collect information from anyone, including a child.
If an adult chooses to use a fictional readiness activity with a young person, the activity should remain calm, age-appropriate, and adult-led. No child should enter a name, address, health detail, school, contact information, or real emergency narrative because the app provides no field for such data.
The authorized publisher must confirm the final audience and age positioning before release.
11 · Sensitive data
Do not put real personal or medical details into a rehearsal
The app does not provide a field for sensitive data. Its examples are fictional and should stay fictional. It is not a place to store addresses, precise locations, contact lists, diagnoses, medications, treatment instructions, accessibility records, immigration information, financial data, or an account of a real emergency.
If a household maintains a readiness record outside the app, it should choose an appropriate secure method and follow trusted professional or official guidance. The Clear Minute does not receive or manage that separate record.
12 · Security
The first safeguard is collecting less
The design limits state to local practice flags and accessibility preferences, avoids accounts and network services, and supplies its content inside the app. This reduces exposure but cannot make any device absolutely secure.
Users remain responsible for device access controls, operating-system updates, backups, malware protection, and safe disposal or transfer of the device. A compromised or shared device may expose local app state.
The public release must be built, signed, and audited against the locked privacy and dependency inventory before these statements become final.
13 · Retention and deletion
Local state lasts until it is changed or removed
A Practiced or Revisit flag and an accessibility preference remain in local app storage until the user changes the selection, clears the app’s storage through Android settings, or uninstalls the app.
Operating-system backup or device-transfer features may retain or restore app data according to Android, manufacturer, and user settings. The app has no server account from which the publisher could retrieve or delete a remote copy.
This static site stores no visitor state to retain or delete. Future hosting logs, if any, require a confirmed host-specific retention statement before publication.
14 · User controls
Control stays close to the practice
Users can choose whether a fictional unit is marked Practiced or Revisit, revisit that choice later, and set the local accessibility preferences supplied by the final app.
Android settings provide broader controls such as clearing app storage, managing operating-system backups, or uninstalling the app. Because there is no account or remote profile, there is no server privacy dashboard, download request, or remote deletion request for app state.
This website offers no preference banner because it sets no cookies and includes no optional tracking.
15 · International use
The app is local even when a device travels
The app design does not send local practice state to the publisher or transfer it across borders. A person may be able to use the offline app while traveling, subject to device and distribution availability.
Laws, emergency numbers, text-to-emergency availability, official advice, and responder practices vary by place. Fictional lessons must not be treated as local authority. In a real emergency, use the appropriate local emergency service and follow its instructions.
A future web host may process ordinary request data in one or more countries. The publisher must document the chosen host and any resulting transfers before the site is public.
16 · Policy changes
Changes need a visible date and a matching release
The date at the top identifies the review state of this draft. If the operator, data behavior, permissions, dependencies, hosting, audience, or user controls change, the publisher should revise this policy before or with the affected release.
A material change should be described in plain language through the updated policy and the distribution channel available for the app. An offline app cannot promise a remote in-app notice without adding network behavior that would itself require disclosure.
Earlier public versions, if any, should be retained or otherwise documented by the authorized publisher according to applicable obligations.
17 · Contact and questions
The contact channel is a release gate
No official privacy email address, web form, phone number, or mailing channel has been confirmed by an authorized publisher. This draft therefore does not supply one.
Before publication, the publisher must add a monitored contact channel and identify the privacy operator responsible for responding. A third-party directory, IRS in-care-of name, IRS filing address, county-record spelling, or unverified social account must not be substituted.

18 · Sources and attribution
Public facts and app-authored material stay separate
Organization identity and classification statements come from public records reviewed on August 30, 2026. Preparedness summaries come from official public guidance. Those sources do not sponsor, approve, operate, or endorse The Clear Minute.
